My Comment on Board Meeting
(* Mr. Superintendent, this is part of public record- Ohio Sunshine Laws 2008) page 44-46. At the April 10th meeting, one board member demonstrated a complete lack of understanding of the operation of our school district with his public comments. ____'s request that the nurse's contract not be approved and that the position be re-posted showed a complete lack of knowledge regarding the contract relationship between the board and the certified staff. His comments in a public meeting were an embarrassment to the board. It also indicated to me that he has not read the contract with WEA nor understands the legal requirements that are involved in issuing individual contracts to personnel. His insistence that the issue is not performance based and is not a personal attack on the nurse is insincere in my opinion. In my view, questioning hiring practices is a direct attack on the individual in the position and me as superintendent of schools. My duties and authority in this area are outlined in the Board Policy Manual. ___ picked up his copy on Tuesday this week. Obviously, he has not taken the time to read it to become familiar with the operating policies of the district set by the board before making comments on personnel. There seems to be little effort to learn about the district and more interest in pushing a personal agenda directed at individuals in the school district. Personal attacks on other board members and staff are not conducive to the educational climate of the district. It gives the board a black eye in the community. To personally say, and encourage others to say in a public meeting of the board of education, that you do not trust the other members of the board to do the school's business honestly and above board is very unprofessional and poor boardsmanship. For ____ to continually to insist in public meetings that the hiring process was illegal and not done properly is a direct attack on me as superintendent and undermines my authority with the staff, the board and the community. His insistence that my decision to hire one individual over another was a mistake, infers to me, he has a personal interest in this matter above and beyond the hiring process. To make erroneous comments to justify his point does a disservice to the board and, in my opinion, borders on a personal attack on one of our staff members. I think that is not appropriate behavior for a board member and I will counter any further effort in this area. In addition, to tell the public that he would not believe anything I would tell him regarding the hiring process at this point makes it difficult for me to provide any information, regarding any issue he requests, that would be seen as credible to him. His comment about the nurse being hired at step 5 and the new principal hired at step 1 (or 0) again demonstrates no understanding of our district's policies and procedures and is an example of the incorrect information he has put out at various meetings. Principals are paid on an administrative salary schedule that is linked to the teachers' salary schedule, but it is separate and differentiated based the number of work days and the level of responsibilities in the district. In addition, ___ made comments about insurance waiver payments that were just plain wrong. To make comments like those and other misinformation to justify a personal attack position is irresponsible for a board member to do in a public meeting. It intentionally puts out information to the public that is incorrect. In the future, I will not sit back and let that happen. I will express my opinion freely, especially when I am confronted personally and professionally regarding my actions or when board members make incorrect statements in public meetings. In a similar manner, continued comments regarding AP classes and weighted grades reflects an unwillingness to accept the consensus opinion of the board. I have explained what we do and why we do it that way regarding our current educational program at the high school. The ability of our students to take the AP test as an option without restricting enrollment of the course offers important flexibility. For a small district like Waterloo, it offers the best of both worlds for our students and staff. The issue of weighted grades raises too many substantive issues for our district at this time. Considerable discussion and review would be needed regarding our district grading scale and related issues of grade card comments, homework, and other educational issues before I would consider any recommendation on weighted grades. As you heard from ______, PCESC Educational Consultant, our staff has been very busy working on curriculum issues related to raising student achievement on the state mandated testing. Now is not the time to undertake another major project. In my opinion, the Board's efforts should be concentrated on getting a levy passed this year. Once passed, we can turn attention to some of the issues that need district-wide discussion. Getting side-tracked now would not be in the long-term best interest of the district. In the twenty-one years I have been at Waterloo, I have worked with many different board members. They all have had good ideas to improve the programs at Waterloo and worked with other board members and the administration to do so. When the time came, they worked cooperatively to solve school district problems. I have not worked with a new board member who had a personal agenda and caused so much dissention on the board as now. I encourage everyone to consider doing what's best for the district during this time of financial concern. It will reach crisis proportion if we can't get it settled this year. In my opinion, that needs to be the focus of the board over the next few months. Next Board Meeting The next regular meeting is

Sure enough. The Board should not have to memorize all policies but they at least should have access to them at the meeting. There is such a thing as ELECTRONIC DOCUMENTS. And not to mention, I woulda thought they would have read the policy as of late, because the community has been asking questions over and over for months and by contacting board members individually. That's what really is bothersome to me.
We ask - the board does nothing. They may have made some small (very small) changes, but to this point, i do not see them DOING anything. 1. they had the attorney direct them on executive session and they changed this. ($$$$) 2. Board Member spit out her gum. (finally) 3. The moved the seating arrangement (this one doesn't even merit being on the list, I just couldn't think of anything else.) This list is a pathetic representation of what they have done for all of our requests. Dalejr- there is a community meeting this thursday, 7pm @ town hall.

I am a new member to this entire situation and I was present at the meeting last Thursday also. This was my first board meeting and I too, agree. Why should the community have to make donations to a school system that has already received funds for security purposes, among other things. Having done some additional research since, the school has access to many, many grants available to improve the safety issues. I suggest that the school board look into what the Board of Regents has to offer. That came about through Homeland Security. I also agreed with the discussions on bullying and harrassment. Parents have gone to the principals, and to the superintendant. One parent was told by both of them, to contact the parents directly of the students doing the harrassing and bullying because the school doesn't feel it is necessary on their part to do so. The school pushes the problem off and then it becomes a matter outside the school's jurisdiction. But wait a minute...the issues are happening on school property. Doesn't that make it the school's responsibility? This parent was present too at the meeting but I am uncertain why he/she didn't speak up. My guess it was because the entire board appeared "sluggish and not interested" as the parents spoke on the subject. I was not impressed when I observed most of them rolling their eyes and scribbling on their note pads in front of them. And what also bothers me is how many of our own board members don't even know the bullying and harrassment policy. When they are looking to each other to answer the parents questions it's a blatent shame. I feel that if you are going to be on the school board then at least you should know the school's policy. I could write on and on about my personal feelings regarding that meeting but you know what? It won't remove the sour taste they left in mouth when I left that night. Personally at this point, I have very little faith in our current board members to change anything. And how many times must we hear, "NO COMMENT"? Makes me sad to think that so many of our kids are suffering each and every day. It also makes me glad that this year is almost over. Because for the next meeting, I'll be better prepared to blast them with questions that'll probably leave most of them wishing they had never let it go this far. I have a computer and a phone book. Thankfully Waterloo taught me how to use both. Which reminds me...when is the next community meeting? And when is the next board meeting? I have high schoolers and would like to address the AP classes and modified grades. Won't hurt me any to be completely prepared....and believe me...it'll take up more than 5 minutes!

At the board meeting last Thursday some new community members came that were obviously informed of PART of the story about certain issues. The fact Mr. Big Community member who came to their first meeting, that those mentioned in the above article that speak about security have spoken with administration previously. For months and months and months. With nothing. Slam on the community members as you may, but this is not about one name or one person and your demanding to know who the person was, was quite immature. How about asking why this even gets to be in the paper - ask the school board and see why they haven't done anything.
And your gesture of donating $1,000 to the school for security is also a mis-informed decision on your part. The fact is that the school just spent over $50,000 in Dec 2007 on new security equipment. They have no problem spending the money, its just the follow-thru they can't seem to grasp. Give that money to the teachers for use in the classroom, because in this, and so many other cases, the problem that exists, CANNOT BE BOUGHT. I will continue to give to the school in ways I see fit, and will not rise up to you challenge of giving money to the school for something so 'unspecific' and unnecessary as security equipment. Maybe your donation can go towards paying the deputies from the sheriff's office that were outside from 7 until the meeting was done. Some of your words are well received and you share our concerns, but I urge you to become fully educated on what is really going on before jumping to conclusions.

Is it to much to ask that 1.) Our kids get the absoulte BEST start? and 2.) They come home safely from school each day?
I don't think that is to much! Although we are saving for college - my child may not be able to go to college without a scholarship. (or LOTS of student loans that will leave us all in debt up to our eyeballs!) I want to make sure that child doesn't miss out of that scholarship because the school I chose to send my child to the school that is stuck in the past - where a college degree was optional to go forward. A school that is more concerned with being RIGHT rather than BETTER! The world is changing - we need to make the adjustments and change with it. I think our security plan needs a complete makeover. Down to the simplest things. Every aspect of security needs to be looked at. I go to both school board meetings and community meetings. I don't go so I can cause problems - I go to educate myself on what is going on. I want to get the WHOLE picture. My first meeting was a community meeting. I was shocked at what was being said. I HAD to go to a board meeting to see for myself. And you know what, most of what was being said was CONFIRMED!! Up until that point I was living with rose colored glasses. I thought things were great. That isn't the case. Change needs to happen. We all know it. Let's give our kids a school where making things better is a priority. Don't we teach our kids that you should always strive to be better? There is ALWAYS room for improvement. That is not slapping the board in the face. That is reality. Each and every one of us can always stand to be better - do better than the day before. Why settle for mediocrity?

I am a community member and have lived in the area for 31 years. I attended Waterloo and chose to bring my children up in this community. I didn't necessarily make this decision because Waterloo is the best school district, but instead because I know it CAN be the best school district. I teach in an inner city district and can find many differences in the way our children take ownership and pride in their school! You can drive through our communities and see the VIKING PRIDE all over Randolph and Atwater. This isn't the case in the urban areas. Knowing how proud our kids are to be a part of this school district, don't we owe it to them to ensure that it is worthy of their pride? How can we live in this day and age without taking proper precautions to ensure the safety of our children? How do we tell them that they can't have the same opportunities that make them competitive with their same age peers? How can we in good conscience not provide appropriate services to children with differing educational needs? As an educator, I am fully aware of the laws and implications of not providing these services. Even if we have a great deal of love and admiration for our board and superintendent, we need to protect our tax dollars from the potential law suits that will come from not following the individuals with disabilities education act. These are the bigger concerns that we need to address. There are many smaller issues like, how can a child have pride in a school that constantly discounts their abilities and excludes them from all extra curricular activities? As a tax payer I want to know why at a middle school level my child is forced to try out for every activity in the district and told "sorry" in the end. My money pays for these activities but my child is told no thanks (this is the districts wrong last name policy; I apologize to those that have the right last name if I have offended you)! I want to know how a parent/teacher can volunteer to start a program for kids that won't involve try outs and would be free for the district and told "no thanks" by the administration. What kind of district turns down a parent that wants to help? These are a few of the smaller issues. We can plainly see that there are many issues, some large and some small, that won't be addressed unless we make that happen. Let us all band together, this isn't democrat and republican! This is parents wanting to make Waterloo the quality district it has the potential to be!

I think you need to re-read these posts drizzle.
I have not attacked anyone. This will be my 3rd post. And who is Melanie? I'm sorry, but apparantly you think I am someone else. And just to be clear, Im not the one whining about the trailer park. I just don't think it matters where you live, or how much money a person has or doesn't have, all kids should be entitled to a good education.

We all get upset from time to time over these subjects. Your heart is in the right place. It is unfortunate that some events happen to discourage that. I am definitely looking forward to next week's meeting at the school. Byt the way, what time is the school board meeting? 7:oopm?? and it is in the auditorium?? Please advise.
