Wagner supports Streetsboro tax vote 1 percent increase would generate $2.9 million per year for police, fire

STREETSBORO -- An income tax proposal, which would represent a tax increase for some residents and a decrease for others, may be on the ballot in November if City Council agrees it's warranted.

To help provide additional personnel and equipment for the police, fire and service departments, Mayor Tom Wagner said he wants council to place two issues on the November ballot -- a 1 percent income tax increase (bringing the rate to 2 percent) and a tax credit for the full income tax rate for residents who pay income tax to other cities.

The proposal would provide the city an estimated net increase of $2.9 million per year, according to an informational sheet created by Finance Director Ted Gordon, based on information from the Regional Income Tax Authority.

"We're understaffed and badly need this," said Wagner, adding he doesn't plan to set an expiration date for the tax.

According to the 2008 budget, the city anticipates receiving $5.3 million in income tax revenue.

If the proposals are approved, residents who work outside Streetsboro in a municipality where they pay 2 percent in income tax would not have the pay the additional 1 percent they currently pay to Streetsboro, said Gordon. Residents who live and work in Streetsboro would experience a 1 percent income tax rate increase, he said.

The proposal would mean a tax break for 6,500 residents who pay income tax to a city other than Streetsboro, according to the informational sheet.

Gordon said Streetsboro's commercial and industrial base would make up the difference and then some.

"The money the city (would lose) ... is more than made up for in the increased tax rate for the individuals who work in the city of Streetsboro," he said. "In my mind, it's a good example of a win-win situation."

Wagner said he plans to present five-year plans for the police, fire and service departments to help show how the annual $2.9 million increase would be spent.

Those departments need to establish vehicle and equipment purchase rotations, Wagner added. He said he doesn't want the city scrounging for money when vehicles and equipment need replacement.

"When a pumper (fire) truck is at the age when it needs to be replaced, we want to just be able to replace it," he said.

Wagner said council will actually have two items to consider as part of the proposal -- a hike in the income tax rate from 1 percent to 2 percent, and an increase in the credit given residents who pay income tax to other municipalities.

Law Director David Benjamin said council would have to approve placing the income tax increase on the ballot and would have to choose how to proceed with the income tax credit:

Before placing the tax increase on the ballot, council may pass a resolution, promising it will increase the credit residents receive from Streetsboro for paying taxes elsewhere from 50 percent to 100 percent, said Benjamin.

Or council could place the credit increase on the ballot, stipulating that it would only take effect if the tax increase on the same ballot is approved by voters, he said.

Very few municipalities have income tax rates of 1 percent or lower, said Gordon, whose income tax would increase under the plan.

"We all benefit from the services that are provided," he said. "If I were to seriously consider moving or working somewhere else, I think I would be hard pressed to find anywhere where the tax rate is less than 2 percent."

I think you work as a city employee
Of course you want a raise.
Here is my take on that.
I live in the city and i am already paying over $100 dollars a month in property taxes.
That is enough.
This city has grown at a very fast rate and should have been amply compensated for all the growth.
If it has not then our city government is giving away the farm and need to be investigated.
Also quit building so many new houses.
According to the news their is a housing crisis, yet our council keeps allowing these land owners to keep building more and more housing developments.
WE had a nice town here once upon a time.
The people in this city have not benefited from all this growth only the wealthy.
So for all you people that are making 75k and up maybe you do not mind a tax increase as it might benefit you, but it sure does not benefit the regular citizens in this town.
Some of us only have 1 income to support our family's not 2 high profiled incomes that would benefit from a tax increase.
If there are 30 thousand people paying taxes in this city at over 1200 a year thats about 46 million dollars.
If thats 1 percent then we are getting ripped off.
We need an independent investigation into this city's finances to report to a judge and find out where exactly our taxes are going.
The last mayor was very tightfisted with the city's money and i admire him for that.
This new mayor should look to him for advice and not let these city people dictate to him policy.
It is supposed to be a government of the people.
We elected you Mayor Wagner why don't you start acting like it.

Streetsboro is one of only a very small handful of communities in the entire state that is continuing to try and operate with a 1% local income tax rate. The City has obviously grown over the last 10 years - that growth equates to an ever increasing need for personnel and services to meet the increased demand. More houses, businesses, residents and roadways = increased demands for police and fire calls for service, increased traffic, and more roadways for the service department. The credit involved is an incentive, and packaging this proposal around safety forces for the City is smart. The City is not going to be able to continue to meet its increasing level of service demands without adding some additional personnel and equipment to the police, fire & service departments. Just talk to those folks firsthand if you have any questions. I would not be so quick to jump all over this mayor for being bold enough to come right out of the gate to try and address a problem that is not going to go away. Virtully no city is operating at 1% - Mayor Wagner is actually just trying to get Streetsboro equal with every other community around it.

Like I said yesturday.........
Keep right on raising our taxes then all our homes will be in foreclosure and you will have no homes to tax! Try taxes all the business that moved into Streetsboro that got so called "tax breaks" to do business here... Tax them, they can afford it. I don't see anyone stupid enough to vote it in. But then again there definatly are stupid people out there cause "you can't fix stupid"!

I voted for the high school kid. LOL

All that aside, what good are tax breaks and incentives by the Feds if its eaten up by local increases? These guys never hold to their promises. When will people learn. If you really think some smooth talking politician with a lot of charisma and not much substance is going to deliver on an actual promise, wake up.

Did I read this correctly?
Because I both live AND work in Streetsboro, I will be penalized? Yet those that work for companies OUTSIDE of Streetsboro get rewarded? The people that leave this city and spend time and money in other cities (boosting THEIR economies) will get a tax break? (And by the way, my husband works in another city, and I HATE RITA taxes, but I understand the point of it. This proposal negates that point.)
I have no problem supporting the police and fire departments, but I truly believe this is not the correct way.

Our new mayor is at it again
He already wants to raise our taxes
Who voted for this guy?
It seems since he has been in office he has been trying to get in our pockets
I think his gas aggregation plan is not working so well so now he just going to try and raise taxes
Let us make a stand against this new mayor and his big ideas for our money
NO NEW TAXES NO NEW TAXES NO NEW TAXES !!!!!!!!!
